Frequently Asked Questions
Below are answers to some of the questions you may have about Props A & B. If you don’t see the answer you’re looking for here, you can also check out the HISD FAQ page.
What does Prop A do?
Prop A will make essential repairs and improvements in our schools so kids can learn in safe and healthy environments—WITH NO NEW TAXES. It will provide $3.96 billion for construction, rehabilitation and upgrades at our schools, including:
$2.29 billion to rebuild more than 40 aging campuses and renovate many others.
$1.04 billion for safety and security upgrades including critical repairs to remove mold and lead; ensure safe drinking water; replace aging and broken HVAC systems and create single points of entry at all schools to help keep kids safe.
$1.07 billion for technology upgrades, including creating three new career and technical education centers and expanding the availability of Pre-K.
What does Prop B do?
Prop B will provide $440 million for technology equipment and systems, technology infrastructure, instruction technology so our kids can learn using the latest resources.
Will this school bond raise my taxes?
NO! There will be no tax increase if we pass Props A & B. An analysis of Props A and B, found that approving these Houston ISD school bond measures will NOT increase the local property tax rate.
A newly passed state law requires *any* school bond measure to include ballot language stating, “this is a property tax increase”, regardless of whether or not the measure actually increases the local property tax rate.
We can invest in our schools right now–without raising taxes–by passing Props A & B.
How will the HISD determine what the money will be used for?
Houston ISD has conducted a comprehensive review and begins by ensuring the health and safety needs of every campus. It then address schools that may need greater investments in upgrades and infrastructure repairs. More detailed information can be found on the HISD website.
Why do we need to pass this now?
Because our kids can’t wait. Right now, thousands of students are in schools that have mold and asbestos, lead in the drinking water or broken HVAC systems. We cannot expect our kids to learn and do their best when they have to move to a temporary classroom because the AC is malfunctioning in sweltering weather or pipes are leaking into their classrooms.
We have not passed a school bond since 2012 for high schools, and we haven’t passed an elementary and middle school bond since 2007. We need to pass this bond now so we can make the essential improvements that keep kids healthy and safe in school.
What about “co-location”?
Several of our aging schools are far below capacity and operating in unsafe learning environments. Co-location allows us to build brand new, state of the art facilities that these schools can share with others in their community, allowing kids to remain with their friends and teachers in healthy and safe learning environments. These school communities will simply move – in most instances in the same neighborhood – keeping the heart and soul (the students, teachers, and staff) together.
